Starting in Rome, the resume flow flag on a called topic will be honored. If it is true, control will flow back into the calling topic. If it is false, control will not flow back into the calling topic meaning it will essentially skip that topic. This sysprop disables that behavior which means control will always flow back into the calling topic.
