When enabled, VA will check if the conversation has started based on a flag sent from the web client and manually start the conversation as necessary. This can be helpful if there are AMB issues preventing the web client client from subscribing to the VA message channel. Note this AMB subscription event is the typical trigger to starting the conversation moving in the state machine.
