The instance must be configured either as a consumer or a builder of the upgrade plan. By default, the instance is configured as a consumer and can install and use published upgrade plans. You are not allowed to change the instance from builder to consumer once the upgrade plan is built. It is recommended to configure your dev instance as your builder instance.
